Henry's leaving Highbury?

From Soccernet, I read a digest of Daily Express: "Thierry Henry could buy himself out of his final season at Arsenal next summer for the knock-down fee of just £3million. That is the impact of shock new employment rules accepted by FIFA, the game's world governing body, which hand even more power to the game's biggest stars."

What's the employment rules? Losing Henry for only 3 Million pounds? so is Arsenal going to suffer a lot?

I've heard that Barcelona is interested in Henry. But I think playing in Spanish league is not a good idea anyway.
